Thanks for your reply. Closing Oxygen and re-opening (with the Use Default Catalog box un-checked) made the soextblx.dtd problem go away. Another issue came up that I have to work on. One more question for now ...
The dtd that the xml file calls (journalpublishing-cals.dtd, pasted below) ends up referencing about 130 files in 4 directories on the hard disk. The vendor is telling us they are using "NLM" and that that is an industry standard. Does this sound like an industry standard mark up? - impressions?
